Special Risk COLA floor
A new minimum 1.5% annual COLA for eligible Special Risk Class retirees, enacted as part of HB 5205E in the 2026 Special Session E (new s. 121.101(5), Florida Statutes), signed by the Governor on June 29, 2026 and effective July 1, 2026. Beginning after the fifth anniversary of retirement, the adjustment is the greater of the existing prorated COLA factor or 1.5% of the benefit.

HB 5205E — 2026–27 FRS employer contribution rates
Revises FRS employer contribution rates for every membership class and subclass for fiscal year 2026–27, enacted as part of HB 5205E (2026 Special Session E), signed by the Governor on June 29, 2026 and effective July 1, 2026. Special Risk rates are raised to help fund the new Special Risk COLA floor that the same bill creates.

SB 474 — Military leave and the FRS Senior Management Service Class
Signed as Chapter 2026-92, Laws of Florida, effective July 1, 2026. It adds the Coast Guard to the military leave-of-absence statute and updates which Department of Military Affairs positions are compulsorily in the FRS Senior Management Service Class. It does not change creditable-service rules or any benefit formula.
